Monsoon woes: Election code a good alibi for Mohali MC

Recent rain showers have exposed lack of preparedness on the part of Mohali municipal council to deal with the problem of water logging. Asmonsoon season is round the corner, municipal council has not been able to carry out work regarding the construction and repair of road gullies and water channels due to the model code of conduct that was enforced after the announcement of date for the Banur assembly by-election.

As the code of conduct would be in force till August 7, municipal authorities would now be able to start developmental activities, including floating tenders to deal with water logging problem, only after the code is lifted. Due to this, Mohali residents would continue to face water logging problem during the entire monsoon season.

The MC has failed to make advance preparation to deal with the monsoon season due to lack of coordination between public health and municipal authorities. Armanpreet Singh Prince, senior vice-president, Mohali municipal council, said, ‘As per the practice, public health department submits the estimates for laying of storm water drainage system while the municipal council provides the required fund.’ He said this time MC has failed to respond timely to the communications from the public health department.

In Mohali, water logging is a big problem in Phase IIIB-I, Phase III-B2, Phase IV and Phase V. For the last five years storm water drainage lines in Phase 1 have not been cleaned due to which water enters houses whenever rains happen.

Prince said that after the announcement of election code of conduct, no developmental activities could be carried out in Mohali district. If the MC starts the process after August 7 then it would take another month to float tenders and allocate work like cleaning of storm water drainage lines and construction of road gullies and water channels, he said.

Prince said that recently he had submitted a representation to the chief election commissioner and deputy commissioner to allow developmental activities so that MC could carry out work to deal with water logging and repairs of roads.

MC president Rajinder Singh Rana said work on new drainage system could not be started as state government did not provided the funds under Jawahar Lal Nehru National Urban Renewal Mission
