Chief Minister Chaudhry Pervaiz Elahi has ordered the formation of a monitoring committee to be headed by the Punjab inspector general (IG) of police to evaluate the efficiency of district police officers (DPOs).
The committee will submit a monthly report to Elahi on the crime rate in Punjab districts and the performance of the police in catching criminals.
Elahi told a meeting of the Police Department on Tuesday that DPOs should hold open courts in their districts every 10 days and should invite elected representatives to review the performance of police at the public level. He said such courts would help people trust the police.
He also said the crime reports by police officers should be based on facts, as an efficient plan to deal with crime could not be made till correct data was available. The chief minister said he was unhappy with the facts and figures complied by police on crime, as they did not tally with what other sources stated. He also ordered the Okara DPO to be made an officer on special duty, as he had not given the correct crime figures from his district.
The chief minister said the campaign against cattle rustlers had failed and that he should be given the details of the number of cattle recovered and given to their rightful owners. He said the statistics should also be relayed to the people through the media.
Elahi said FIRs should be registered at all costs and that the performance of police officials should be evaluated on the number of criminals arrested and the level of crime in their areas. He also said the monitoring system at police stations should be improved and that the IG would visit various districts to monitor the police. He said police stations would not improve till senior police officers took active part in improving police efficiency. He said the government had provided resources to improve the Police Department’s image and it was the responsibility of the police to protect the life and property of the public.
He said more policemen should be recruited to start a double shift system in five major cities of the province and that an additional monthly allowance of Rs 2,000 would be given to all police constables from July 1.
He said 6,000 traffic wardens should be recruited on merit and they should be trained quickly so that they could assume their duties as soon as possible.
